Prop B: Voter Approval for Waterfront Development Height Increases:
“Shall the City be prevented from allowing any development on Port property to exceed the height limits in effect as of January 1, 2014, unless the City’s voters have approved a height limit increase?”
San Francisco Beautiful recommends a “YES” vote for Proposition B.
For San Franciscans, the waterfront is a special place- geographically and sentimentally.
In relation to the rest of the city, the waterfront deserves special rules for development. In the past few years many projects have requested the City for an increase in height limits. This has diminished the relevance of Waterfront Land Use Plan carefully developed by community engagement. Prop B will enforce the existing Waterfront Land Use Plan built by community support by law. While San Francisco Beautiful supports positive development of the Piers and the waterfront it also supports restricting height limits to protect the urban scape of San Francisco and keeping it beautiful.
Explanation: Proposition B would prevent the City from allowing any development on Port property that exceeds the height limits in effect as of January 1, 2014, unless the City’s voters have first approved an increase in the height limit for that development. The measure applies to property currently under the control of the Port Commission, as well as any property that the Port may later acquire. Any ballot question to increase height limits on Port property must specify both existing and proposed height limits.
Arguments: The waterfront is a special place- geographically and sentimentally. In relation to the rest of the city, the waterfront deserves special rules for development; those rules include the current Waterfront Development Plan. In the last 17 years, projects have asked for many exemptions to the Waterfront Land Use Plan by going to voters. Existing City processes have been unable protect the waterfront and uphold the Waterfront Land Use Plan with its current height restrictions that were developed with public engagement and community input. Prop B will help create a platform for conversation between the Port, the Planning Department and the Public and will also make the process transparent.
Our Endorsement Process: On 26th March, San Francisco Beautiful’s Policy Committee met with campaign representatives to hear pros and cons for Proposition B. The Committee then discussed and recommended to vote ‘YES’’ on Proposition B.
On 14th April the Policy Committee met with community members to review the recommendations, discuss and vote. A majority voted “YES” on Proposition B. The board reviewed both recommendations.
